A rep at facility QX7 opens a matter about an overtime assignment that skipped the bid list. They pick the provisions it offends, and the notice drafts against the text of those provisions rather than from memory.
The platform
The notice sends from the facility's own mailbox, so the reply comes back to the facility and not to a vendor. The response clock starts on send, computed from the agreement's own day count, and the sent message is stored as proof of what went out and when.

The reply is uploaded. The rep records what it actually conceded and what it refused, which is the distinction that decides whether this becomes a grievance.
The platform
The response date is captured and compared against the deadline, so the file shows the agency answered on day 19 of 20. A case analysis drafts from the record and the reference library, ready for the rep to correct.

It becomes a Step 1 grievance

One action files it. The rep does not re-key the narrative, the parties, the articles, or the documents; they are already on the matter.
The platform
Case QX7-26-014 opens at Step 1 with the Article 8 matter linked to it in both directions. The Step 1 response window is computed and appears on the facility dashboard and on the region's.

Step 2, because the remedy was not the finding

The agency sustains the violation but counter-offers on the remedy. The rep records both, and the case shows as sustained-but-counter-offered rather than simply won.
The platform
That state is what makes the case visible as a candidate to elevate instead of quietly closing. The Step 2 filing window is computed from the response date, extensions included if any were granted in writing.

The region takes it to pre-arbitration

The case joins the regional docket. It gets a session, a presenter, and an evaluator-facing argument that is kept separate from the internal analysis, so strategy about what to concede never appears in front of a neutral.

A presentation deck compiles from the record and exports to PowerPoint. Quotes carry into it only where they matched their source text; anything unverified is marked, not shipped.
